Replaced Batteries And Swing Still Has Little Power Why?

Because of the amount of constant use that baby swings often get, it's a common problem for the motor to die. It sounds like that's probably what happened... we had that happen to three of our baby swings. The swing gradually loses power as the motor goes bad.
If you have a screwdriver and a few spare minutes, you can try taking the swing apart, removing the motor, and cleaning it out -- sometimes that will buy you some time. Many baby swings use the same motor as that found inside a Freshmatic air freshener, if you want to replace the motor.
