Email Locked Even Though I Paid For Storage!!!!

I was an original beta tester and have been a loyal google customer, purchasing ads, etc.  got a messaglaterally this year that I was over storage on gmail.  paid for more storage, but it didn't register.  Email kept working even though the over storage banner starred.  Then yesterday messages Stoppard coming and going.  AGAIN, I bought storage, but I am still LOCKED OUT.  I deleted emails, but I am STILL LOCKED. That is pretty much the definition of customer service that SUCKS.  Sell your service telling customers they'll never have to delete an email (mine go back to 2005 or 6), then LOCK THEM OUT. You guys need to get your crap together and fix this NOW or your reputation will be toast. lets see if my "new" email below WORKS, with your response.
