Sorry to say, Google does not generally offer customer service by phone (you can try for it at 650-623-4000), and Google support in general is feeble at best You'll probably need to find the appropriate help section, which may offer you a canned question to send. If as is likely the answer doesn't satisfy, you'll have the opportunity to reply to the answer with a further question.   Otherwise you're limited to the "Fix an issue" options listed at the bottom of the help page. If necessary you can complain to the California Dept. of Consumer Affairs at 916-445-1254.
