Phone Has Been Disconnected
I changed service from ATT to Google Sept 8th and was still being billed from ATT up until today, upon calling them and making them aware of this issue, they or somehow something has disconnected my phone.

I believe you're referencing Google Voice. Google Voice works only with a conventional phone service, and can't replace it.
