Water Height

My washeer will NOT fill up enough for a large load of clothes.  I can't get the level high enough

Goverment regulations do not permit ENERGY STAR rated washers to allow more than 14 inches of water.

This is a joke because you have to run two or more loads to equal the same wash you could done in the older washers in 1 load.

Where is the efficiency in this kind of thinking??
