How Do You 'reset' Water Dispenser.

Stopped working after short power outage. Ice Maker still works.  I have been advised the line is frozen.  I have turned off entire fridge twice to thaw.  Is this thawing the line or resetting the water dispenser.  There has to be an earier way.
