Control Board Lights Up But Nothing.

this unit has been sitting for a couple years it's only been in service approximately a year. I've taken the pump the recirculating pump out and have tested it and they both work when you open the door and turn it on it flashes 99 and goes through all the Cycles sanitize heavy normal Light Glass. I'm not sure what's wrong with it or if there's a Code manual that could help identify what's going on
