Ohms Reading For Heater Elements.

What should the ohms reading be for the heater element? The reading on the top unit was 'open' condition. The reading on the lower element was 12.4 ohms. Is the 12.4 ohms normal? Should the water heater be able to still work in a limited capacity with only one heater functioning? Thanks for any help.
