New Battery Not Charging With Ac Adapter

Disbled the Microsoft ACPI-Compliant Control Method Battery, and bios updated. NOt working. Do I need new acp adapter? Whaht is the STANDARD voltage that is on the ac adapter from Gateway? 19V?
