When it comes to window or even wall units, AC's will cool roughly 15-20ºF below the temperature outside of the home. For heaters it is based upon the voltage of your heater pump or strip within the unit. If the unit is not heating at least 12-15ºF higher than the outside temperature, then you definitely would want to call for a professional service appointment.
