You ask a good question. Much like many appliances, your range is equipped with a thermal limiter because it acts essentially like a fuse. It is put there intentionally as a safety mechanism that will shut down the unit in the event of overheating. When a thermal limiter is blown, you may still have partial functionality to your appliance - such as the control panel or lighting -- but you will not have functional burners/elements. When a thermal limiter blows, it is doing its job -- it is protecting the controls and preventing further damage.
