Once a unit is unplugged and housed for any length of time the unit shuts down and needs maintenance. You need to clean all components of the unit you can reach. You need to make sure any coils or underneath of the unit is clean. You also need to make sure you did not house the unit in a garage, unplugged with no additional garage kit connected, that was lower than 55ºF in temperature. The garage kits allow a unit to be housed in an environment that is under 50ºF. However if you did not have this connected to the unit, you may have frozen and damaged the lines and the major components.

Plug the unit up after cleaning entirely and wait 48 hours. If you do not notice it cooling, look for the compressor to run. If you do not hear the compressor running it is most likely your culprit. If you do hear it running but the unit is not cold, you then need to have a tech look at the rest of the sealed system. This would include the freon, freon lines and the evaporator.
