Fphd2491kf0 Dishwasher, Only Fills With Water And Drains During The Cycle.

Changed out the $160 circulation pump because that is what I was told the problem was, still not working. It will fill to start the cycle, drain, fill, and drain at the end, then start the heated dry. The water stays at the bottom of the tub and does not circulate into the arms. Could it be the panel not telling the pump to circulate?
