This is usually caused by a restriction in the evaporative emission system, it could be the carbon canister, canister vent solenoid, or one of the vapor tubes. If the evap system doesn't allow vapor to vent during refueling, the fuel will back up and cause the overflow. It will also cause the routine evap system test to fail causing the check fuel inlet message. This system is difficult to diagnose even with proper test equipment. The evap system needs to be manually vacuumed while the pressure sensor is monitored while removing and plugging off parts of the system to determine which area is restricted. If it cannot be identified with vacuum then smoke is used to perform the same test and locate the restriction. The dealer or an advanced drivability repair facility is your best bet to have it properly diagnosed.
