I've seen 2 different explorers that the speedo stopped working. Both times, it was because of bad contact at the speedo stab terminal and printed circuit sheet caused by oxidation of the terminals. A shot of deoxit on those terminals fixed it. If the speedo tries to work, or works momentarily when you bang on the dash while driving, that's the problem.

The front wheel abs sensors also play a major role for the speedo. Could be that the slots in the hub sensor ring are filled with brake dust and grime and need a good cleaning. No need to remove the hubs, you can remove the disc brake mounts to access them, and scrub them clean with a small wire brush.
