Wire Over Heating.1996 F350 Power Stroke 7.3l

In dash fuse ,  number 4 fuse. gets hot and melts the plastic on the fuse, but doesn't blow the fuse.  Now I need to hold my finger on the fuse to make the tail  work and running lights work. Why is this fuse loose? And  why does it get hot enough to melt the plastic on this 15 amp fuse?
