Engine Starting Problems

I have a 93 Ford F250 7.3 Leter diesel  engine. I have replaced finder solenoid. I have shorted across poles on starter and starter turns over engine. Batteries have good charge. Battery wires making good contact. When I turn key in ignition switch there is no sound, does not engage starter. What can be the problem? Bad ignition switch?
