Facebook Suggests People You Can Send 'friend Requests' To. I Want To Add People

...but lately everytime I've sent a 'friend request' I've been blocked from doing so for 2, then 4, then 7, then 14, and now for 30 days! What the hell is the reason for it?? Any person recieving a 'freind request' always has the option to accept it, or not to accept it. So why the hell am I being blocked/punished for using Facebook as a social networking site (that's what it is!) and trying to add friends? IT DOESNT MAKE ANY SENSE AT ALL! Why have the 'friend request' funcyion if you're not allowed to use it?! Can someone please make sense of this for me?
