I Can't Make Changes To Current Facebook Account Due To Technical Problem? Can

I can't make changes to old account due to technical problem? If I delete current page, can I reopen a new account with same name? I sent thousands of friends requests from old account that is not working. If I open new account with same name, will the friends requests apply for the new account? Or do I have to send the requests back to all the friends?
