Are you not able to log in?  If you are logged in you can reset the birth date in your account settings.  There is no need to deactivate your account. 

You can also contact Facebook support.  They are very hard to contact and you can't contact them directly.  There are online forms that submit issues to them and if you file one they can assist you in getting your account straightened out.

To deactivate an account click the downward pointing arrow at the top right of your accounts home page. Then select account settings. Click security at the left side and at the bottom of that page there will be an option to deactivate account. Then you can start a new one.
