Sorry, but HelperMike is giving you bad advice. You may report an underage user (under 13 years of age) here. Facebook will promptly delete the account of any user under the age of 13 reported through that form.

Here is the thing. You can't. Your child has many ways of being able to register an account on Facebook. Also, Facebook is not a bad website. It has many privacy & parent control features to meet your specific needs.
