Random Person Using My 3 Year Old Nieces Photo As Profile Photo

Hello SOrry for the long explanation.... My girlfriend recently had a friend requested from a random stranger in her home country of Taiwan.  She stupidly accepted the request. Soon after she noticed that this person had taken photos of my 3 year old niece from her profile and posted them to his timeline.  She asked him to remove them, which he did, and then she unfriended him. Approx 1 month later she has recieved another friend request from the same person and noticed that he has reposted the photos back to his timeline and is now even using one of the photos as his profile picture.   How do i go about getting these photos removed?  There are several of them now on his profile page. I found a page on facebook where i can get my sister to report unauthorised photos of her daughter and have them removed, but because neither I nor my girlfriend are friends on facebook with this person we can't provide direct links to the photos, only his profile page. Also, because we are not friends with the person, we can't see if he has any other photos of my niece in albums that we can't see. Whats the best way to go about this?  I suggested to my girlfriend that she speak to the police in Taiwan but she seemed to think that they wouldn't be able to do anything about it Any ideas? If she hasn't yet done so, she should use the "Report" link that appears near the problematic content. (For further information, see this Facebook page.) The fact that there's no "friend" relationship is not material, and there's nothing else within Facebook to be done.
