Facebook has a minimal age requirement of 13 years.  If they discover an account for anyone under 13 they will immediately delete it without warning.

After 13 they don't care who has an account as long as you follow the rules.  If your child is over 13 then you have no ability to do anything to their account unless they give you the password or you can determine it.

I as well have a 10 year old with an account.  The age is listed as 15.  We allow her to have the account and monitor it closely.  The email address used is mine so I get any and all emails sent to it.

This is more of a moral and parenting decision.  I have allowed my teenager to have an account with the following rules:  I have the password.  I am on their friends list.  And I must okay any time they want to add a site that requests them letting the site access their Facebook account information (this is for security reasons only).  They cant put too much personal information on their profile, ie Address, Phone number, School schedule, or any other information a sick stalker could use to find them.  I periodically check their page for inappropriate contact.  As she follows the rules, I loosen the restrictions.  I know some think that it is wrong to monitor her activity as I have listed, but a child or teen-ager lakes the maturity and knowledge of all the negative things on the web and we, as parents, have the responsibility for their protection.  Getting a Facebook account is a privelege not a right, and should be handled as such.
