If your account was truly deleted, it could not be reopened. I'm guessing it was deactivated, not deleted. If you can yourself log into the account, you can (permanently) delete it by pressing the Submit button on the deletion page. Otherwise you can send Facebook information about the account here so Facebook can take the appropriate steps.
