Fpl Said I Am Not Responsible For Service Fee

I own a condo and the tenant moved out at end of March, 2015. I had to get service restored in my name and FPL told me I would not be subject to service fee since I am a long time customer.I should only have to pay $2.82 for the service of one week in April and the $14.88 service fee should be waived.account
