Brush Roller Not Rotating?

the brush roller on my vacuum will not rotate. i checked the switch at the top of the vacuum and it is set to floors and i also checked the switch at the bottom and it is also set to floors so i dont know why its not rotating? i noticed the suction isnt as great when its not rotating...

Two possibilities; the brush roller motor has failed or the drive belt could be off the drive shaft or locked up due to fibers & hair that can stop the bar from rotating or is broken.
