This vacuum "appears"to be quite a bit heavier if it does in fact weigh 28 lbs. Is this the correct weight & is it self propelled?

I have been unable to track down an owner's guide or user's manual for this vacuum online. But, from reading all the product specifications from various online merchants, the weight is either 26 lbs. or 28 lbs. and it is not self-propelled.
