Water Dispenser Stopped Working

Water dispenser stopped working, Checked Rear inside panel of freezer and found frozen block of ice. removed ice, then removed plastic cover/panel from rear freezer wall. under the cover a small circulation fan is not operating. Does this fan operate 100% or 0%-100% of time. Does it need replacement, if so?
