Child Traveling Without Both Parents

Would my 11 year old daughter be allowed to travel with my sister and her children to Holland on holiday? Will a parental consent letter and photo copy of my passport be sufficient to allow her board?

She can travel with any adult 16 years or older. No parental consent notice is required. If she is flying international then she will need her own passport.
