Dyson Dc15 Brush Bar Will Not Turn On

According to the user guide, the only troubleshooting tip they give is to make sure the stabilizer has snapped into place before you use the vacuum. You might want to also check the pulley, belt, and motor, however. If the stabilizer is in place and the brush bar still won't spin, you can call Dyson support at 1-877-397-6622.
