When Plugged In Tv Makes A Pulsing Sound Screen Stays Black Almost Like No Power

That is definitely not normal and sounds like it could be either an issue with the power source or an issue with a fan. Either way it does not sound like something that is safe to operate the television with (although it doesn't sound like the tv is really operating anyway). I would have it looked at by a tech, could be a simple fix.
