The Heat/air Is Not Blowing Out Cool Or Hot Air. How Do I Change The Fuse?

My car is not blowing out cold/hot air. Back in the summer it did this. The fuse was changed and it worked well. I purchased the fuse but I need to know how to install it. I was told in the dashboard. How do I remove the dashboard to put fuse in correctly?
