Hello, my name is Matthew Gonzales with DISH Network customer service. Normally when both TV's are showing the same picture, and the remotes control both TV's, the receiver is in "single" mode.  You can confirm this by seeing what the orange light on the front of the receiver is under.  To change it to "dual" mode, you press the mode button on the front of the receiver which should move the orange light and bring the TV2 blue light on as well.  If it is in dual mode already and you are still having the same issue, the next step would be to check the cabling.  Proper cabling diagrams can be found at tech.dishnetwork.com.  Hope this helps, please post back if the problem persists.
