Hi, Mary with Dish Network Customer Service. If your receiver is powering on and off, it maybe in a recover mode and can take up to 4 hours to resolve itself. If you are having a signal issue with a 015 or 002 message, you can unplug the receiver from the power for 10 seconds and then let it reboot. If these do not resolve your issue, you will need to contact Dish network for advanced technical support. I hope this helps.
