Using Second Cardholders Credit Card To Pay Bill

I work in our banks debit card dispute area. We have a customer that used her card number to pay one time for her son's account, because he couldn't pay. He was not able for that one time to use his card. Can dish use the second cardholders card number without their permission to pay the bill when the first cardholder's debit card will not work. Thank you.
