Here is an online claim form for damaged baggage from Delta's website. First you'll need to contact Delta's Baggage Service Center to speak with an individual on instructions of obtaining a File Reference Number. The telephone number is: 1-800-325-8224. You may have to take the luggage back to the airport so they can inspect the damage before you can file the claim.

Please accept our apology for the mishandling of your baggage. To process your claim for Delayed, Damaged, Missing Items or Lost baggage, First obtain a File Refercence Number from the Baggage Service Center, then please complete the online claim form providing details on your travel itinerary and your mishandled property.

If you have already submitted a mishandled baggage claim, you can upload the supporting documentation to process your claim.

Enter the passenger's name and file reference number to begin.

Damage complaints must be made within 24 hours for U.S. domestic flights and within seven days for international flights. To ensure compensation, keep your boarding pass and baggage claim ticket, document the damage thoroughly, file a proper complaint.

Delta broke the handle on my pullman. Their website says you need a claim number in order to file a complaint. I went to the airport and they consider this normal wear and tear which they do not cover. But they gave me a BRAND NEW pullman. Slightly smaller, but was valued at more than I would have expected to get in millage credits. It never hurts to ask.
