Hi,
Even i faced this problem initially when i purchased the same laptop.Later i came to know that the webcam will start sutomatically when required(like, when u start video calling or video chat in skype, gmail or facebook), provided necessary drives installed.
As for as the drivers are concerned, u can visit official dell website to check the drivers for ur laptop.
