Hi,
If there is not any other configuration on the switch you can connect over the serial port. Page 10 ftp://ftp.dell.com/Manuals/all-products/esuprt_ser_stor_net/esuprt_powerconnect/powerconnect-6224_setup%20guide_en-us.pdf
Once the switch is configured you can connect over ssh or using the web GUI.
