Pto Cable Tension Spring Placement/adjustment?

after reattaching the PTO cable tension spring to The Idler pulley bracket the there is slack in the back of the cable bracket to the engine and it is so hard to pull I can't get the lever all the way engaged and also it won't disengage the blades run from the time you start the mower. What can I do to have that cable working right and take up the slack behind the the mounting bracket and put it in front - where it should be engaging and disengaging the idler pulley and not rolling up slack under the engine? Any advice is greatly appreciated. Sincerily, smith....
