Starter Will Only Partially Turn Crank When Engaged. Cub Cadet Rzt42

replaced starter and battery on my cub cadet rzt42 and when ignition is engaged starter partially engages but does not completely turn crank. Even when bypassing solenoid the result. What else could it be?
