Starter Clicking On Ltx 1040 2010 Model

When I turn the ignition key to start the 19hp Kohler it only clicks and will not turn the engine. The Battery has been charged fully. Sometimes after repetedly turning the key the starter will turn and engine will crank. Is it the Starter or the Solenoid ? Note: the sounds is coming from the starter itself.

Must be the starter solenoid/relay swicth.
