Removing Wheel.

The service manual for the 2100 GTX says to take off the wheel to remove the hub cap, cotter pin, washers and slide off the wheel. I've done all that but the wheel does not come off. Is there something I'm missing?

How Do I Remove A Front Wheel.
I've removed the cap, cotter pin and washer, but the wheel will not come off the axle.
