It seems that you're having a problem setting up a new Craigslist account with a different email address but a new phone number. Craigslist does not allow you to re-use your verification phone number. If my understanding of your problem is correct, you need to provide a different phone number -- perhaps that of a buddy who'll convey the code to you.
