Why Is My Ip Address Removed.

Hi, for months I've trying to use Cl, and my account would never open for me.I'm getting so much mails from cl, it would say go into my acc to verify but as always the account would not open.Internet explorer would not open I thought for some time something was wrong with my pc. but I was told it could be my ip.this is very frustrating for me,Cl send so much messages for me why can't I reach them? Anything Cl related the page would not open.WHY
