Why Don't Craigslist Let Moderators Flag Ads Instead Of Users?

Why don't Craigslist let moderators Flag User's Ads instead of users? Every time I post a personal Ad, some user flag it because they either don't like what I say in my ad about the type of person i'm looking for and the type that I'm not interested in; or because I'm not interested in them. Users shouldn't be able to flag other's Ads just because they don't like what's in it. If the person who has the Ad send someone harassment and insulting type of e-mails, then that Ad should be flagged, but, not flagged because the person viewing the ad doesn't like what in it. Please fix this flagging Craigslist Corporate! A Frustrated Craigslist User

In fact, both Craigslist staff *and* users can flag ads.
