You posed two questions but they seem to be the same. The short answer to each, unfortunately, is "You don't."

Incoming mail is commonly blocked in an attempt to filter out spam. This blocking may have been done by the recipient's ISP (Internet Service Provider) or host, by the email program, or by special anti-spam software (which sometimes is part of an antivirus package). It could even have been done by the user if he/she has created his own filters.

There are various Web apps that for a fee claim to track one's messages, but I've tried many of these and they're all unrrliable—that is, they produce both false positives and false negatives.
