How Can A Ghosted Ad Be Flagged?

An ad that I had posted was ghosted. When I went into my account a while later the ad was flagged!  Since the ad definitely did not post and no one else was able to see it, how could it have been flagged? Did Craigslist themselves do it?

Yes, possibly. Craigslist states:

Postings may be removed or omitted from index pages and search results by automated systems, craigslist staff, or community moderation, for reasons including failure to comply with terms of use, posting guidelines, and/or community norms.
