Why Am I Charged With 'recon Adj-debit' After My Amnesty Program Paid In Full?

I am under the amnesty terms in 3yrs. Compromised Balance is 91,168.21 with 1.5% per month interest. Amount to be restructured is 70,049.31. I paid 2,700 on 1st month. My monthly is 2,532.45. I paid 2,550.00 from 2nd to 34th month. my statement of account on the 35th month shows a total balance of 3681.82 and paid it in full. My application for full payment certificate was denied. The following month came and they sent me another statement of account saying RWT RECON ADJ - DEBIT worth 541.10. Why do i need to pay for it?
