Having Problems Getting My 1996 Chrysler Lhs To Start.

the harmonic balancer needs to be replaced and the water pump but my question is why is it not starting and the battery keeps dying? i just replaced the alternator and had my battery tested and charged and fuel pump will turn over and it acts like it wants to start but will not. help if any please thank you
