Head Light Burn Out Every Two Months And Inside Panel Lights Blick Off Then Come

my head lights burn out every 2months and my inside panel lights keep blinking out then pop back on after about 5minutes then they start all over again. Also when then panel lights go out my car acts as if it won't pick up speed.. is ther a short some where or what could this be?
